Guest Lecture by Mr. M.N. Singh, Ex-Police Commissioner of Police

Mr. M.N.Singh, IPS, Ex-Police Commissioner Bombay visited SPJIMR campus to brief participants about the functioning of the Mumbai Police Department and offer projects for ADMAP - Assessment & Development of Managerial & Administrative Potential. ADMAP is a programme unique to the Institute where participants participate in the actual functions of the Institute, own up the process of learning by 'observing and doing' and by working on projects. Since theoretical inputs cannot sufficiently capture the complexities of real life managerial challenges, ADMAP has been incorporated into the curriculum to help participants learn through 'practice.' The institute thus uses ADMAP as an effective tool to achieve its objective of 'influencing practice.'

Mr. Singh is an academician, an administrator of repute and a celebrity. A Nuclear physicist and a teacher (BHU), Mr. Singh joined the Indian Police Service in the year 1967. He was a trainee of Disaster Management (USA), Senior Command Course (UK) and received training at the National Academy of Administration, Missouri.

M. N. Singh's tenure as the Police Commissioner of Mumbai saw the decimation of the underworld and terrorist modules operating in the city. Out of his several notable achievements, the one that deserves a special mention is the cracking of the serial bomb blast case of March 12, 1993 within 24 hours. He has been awarded the Indian Police Medal for meritorious service (1985) and the President's Police Medal for distinguished service (1991).

At SPJIMR, he talked about the structure and functions of the police administration and the challenges of leadership faced while heading the same. He threw light on how laws have been framed in the Constitution of India, explained the differences between the responsibilities of the Defence and that of the Police, and traced the evolution of the police functions from the Mughal period till its inception in 1860.

Valuable insights from a man of such indomitable valour and the sharing of his real-life experiences during his tenure, gave the participants an opportunity to learn and understand the nitty-gritty of issues involved in putting management to practice.
